When Brunei declared its independence on the eve of the year of 1984, it joined the ranks of a new nation but it was itself an ancient country which was documented in Chinese records as far back as 1600 years ago. Understanding the duality and the bi-dimensional of the old and new, the physical and the spiritual of the Negara, especially in the pursuit of deliberating and formulating policies, the policy makers and their assistants must understand that there will be competing priorities, competing traditions as well as existing policies and legislation that will act as barriers, competition for scarce resources, conflicting positions on the subject, and power vested in others who will need to be influenced. Understanding these issues will assist policymakers to understand these forces, harness them to their advantages, and thereby advocate successfully. The module will introduce students towards understanding more about how the processes, events, environments and histories that have shaped the Negara system of governance and how this has impacted and affected issues in relation to policy development and analysis processes, as well as political and legislative process.

On completion of this module students will understand the origins of the Negara System; understand the concepts of the Negara; understand the Issues that shaped the Negara System; understand the Nature of the Negara System today; and have awareness on the Negara System of Governance, utilize the basic concepts as a tool for policy formulation, ensure that past and recent events remain valid and become basis for policy consideration and enable one to formulate and develop policy in line with the negara system.

Online forums will be used to support the scaffolding of knowledge, understanding and abilities. The teaching style will include video conferencing, discussion forums and activity based learning techniques. The focus of the teaching style will be determined through learning diagnostics, undertaken by students, which will identify learning styles needs. A cooperative learning framework is used as a means of supporting equity for both teaching and learning styles.
